Homelessness is a serious problem across the country but particularly so in the states on the west coast. A first and key step in addressing any major social issue is to clearly define goals and how to track progress towards those goals. Unfortunately, the homelessness system in Oregon is not geared toward realistic goals, does not utilize effective metrics, and has programs and policies that enable more than they reduce homelessness. This brief provides an overview of the metrics that are and by contrast aren’t there when it comes to homelessness policy and programming.
